Some began to worry about the character's life: it looks as if the infection has affected (at least) the wrist of his left hand and his right shoulder.

However, the most popular theory is that the developers are using a zombie project "stamp" — Leon will become infected, and at some point in the story, his arm will be cut off to save him.
Losing a limb will reduce the hero's combat abilities, but Leon will remain alive. In that case, the character could be brought back for small episodic roles in future Resident Evil games.
