The source of the leak, xj0nathan, claims that the game was 99% ready, but even in this case, the decision to cancel was made consciously. According to commentators, releasing such a version could have harmed Ubisoft, especially after a series of problems and delays.
Even if the frame is real, the community's reaction confirms: the decision to cancel the project turned out to be justified. If Ubisoft is indeed doing a "reboot," it seems the company considered it wiser to abandon the project than to release a game that could disappoint players even before its release.
