The thing is, it can be obtained at a very early stage of the game, but at the same time, newcomers are in for a serious challenge.
For a "100%" completion, you can kill enemies: one kill takes away 0.5% from the scale, i.e., with this approach, you will have to kill a couple of hundred opponents. There is also a very strong boss.
However, apparently, this is the wrong approach to completing the quest. Some community members have found an easier way to complete it.

Looks like most of us are just ******** [not very smart people]. There was no need to kill hundreds of enemies — it was enough to destroy the barracks and a couple more structures listed in the objectives. Each of them immediately resets about 33.3% of the "defeated enemies" scale. Although I still passed this test honestly. True, I realized how everything works only when I googled it later. And I was like: "There's no way that's how it was really intended!" But, if it comforts anyone: after all these battles, we became much better at fighting.
However, not all players think that the problem is with them. There is an opinion that this quest is still a miscalculation on the part of the Crimson Desert developers. Players get access to it very early and do not expect to face such a tough challenge.
