It seems that Bethesda has taken into account the criticism of "empty" bases. New challenges indicate that the construction system will get a second life and a deeper role. The "This for That" achievement hints at the possibility of transferring bases to factions. This changes the approach: bases will cease to be warehouses and will become part of the political system of the galaxy, reminiscent of the mechanics of the Nuka-World add-on for Fallout 4.
