The developer is Colossal Order, but for some reason he criticizes the publisher Paradox Interactive:
Constant updates break the whole game if mods are installed. And installing mods on it is a must, because the regular version is so boring that it is impossible to play. It seems Paradox is fixated on pastel cartoon colors and buildings that look absurdly ridiculous. Because of constant breakdowns after updates, this game has undoubtedly become the most annoying and infuriating of all the ones I've played.
