The original concept was significantly different from the shooter that was eventually sent to release.
Ubisoft recently presented a new video dedicated to Tom Clancy’s The Division. The developers shared their memories of working on the project.
It turned out that the game was originally conceived as an MMO in the spirit of World of Warcraft — with firearms, and a dog could act as a companion. It was assumed that the emphasis would be on the use of various skills (there were more of them than in the release version).
The developers were looking for a balance between mechanics in the spirit of WoW (with reference to skills) and shooter mechanics for a long time — in the end they came to the version of the game that gamers saw.
Also during the discussion of Tom Clancy’s The Division, the Cleaners faction was remembered. During the first presentation of the idea, the concept of such a faction seemed too stupid to many — they did not understand "who would want to fight cleaners." But after they were shown the concept with "a guy with a flamethrower, mask and vest," they admitted: "this might work."
