Sony is reportedly willing to fund and release some of these projects through PlayStation Studios, while maintaining control over development. This refers specifically to new games, not ports of old projects.
In some cases, studios that previously worked on the respective series may be involved. For Killzone, rumors of a new project have been circulating for some time, which, according to previous data, may be developed by People Can Fly.
