Dan Houser believes that Red Dead Redemption 2 was his strongest project, but believes that further development of the franchise would be superfluous.
The game, which became a prequel, managed to make fans love the new hero even more than the already familiar one, and many consider it the pinnacle of storytelling in video games. He spoke about this in Lex Friedman's podcast.
"Each of the Grand Theft Auto series games was a kind of separate story. I think it would probably be, in a way, sad if someone continued Red Dead, because it was a connected arc of two games. Perhaps even sadder to hear that someone is working on it. But, again, that will probably happen too. I don't own the intellectual property rights. It was kind of part of the deal, working on something, it's a privilege, but not necessarily that you own it."
