One possible reason is the continued participation of Hugh Jackman in the Marvel Cinematic Universe. The actor will return to the role in "Avengers: Doctor Doom" and "Avengers: Secret Wars", and the studio probably does not want to duplicate the character in a parallel version of the team.
Another informant under the nickname CanWeGetSomeToast notes that, unlike the Fox universe, adamantium in the Marvel Cinematic Universe appeared relatively recently, which may postpone the appearance of a "new Logan". In addition, in the original comics, Wolverine did not immediately become part of the X-Men, so his absence in the "starting" lineup looks logical.
