In Russia, rules for using e-wallets for citizens under 18 may change. According to the initiative under discussion, teenagers may be prohibited from independently registering and topping up such services without written permission from parents or legal representatives.
The proposal was prepared with the participation of the Bank of Russia and is being considered as part of a new set of measures to combat fraud, tentatively named "Anti-Fraud 3.0". It is expected that the changes will help reduce the number of cases of minors being involved in illegal financial schemes, including the activities of so-called droppers.
The concept of e-wallets in this case includes not only banking applications and virtual cards, but also various payment services.
Currently, Russians aged 14 to 18 can independently create e-wallets if it does not require opening a bank account. Such services are widely used for paying for digital subscriptions, purchasing video games, and topping up game accounts, including Steam wallets.
