Dispatch has an official Russian text localization, but some would also like to have a voice-over. The localization team from NiKiStudio is gradually preparing the voice-over for the game.
This month, they reported that community support helped pay the translators:
[...] we managed to pay for the translators' services with your donations. A little over 250,000 rubles have been collected for the entire project, which means we already have a small budget to start recording episodes 5-8 (there's a little over 10,000 rubles). Some characters have even been recorded already. For example, Prisma has been fully voiced.
NiKiStudio also published a gameplay example with Russian voice-over for Dispatch — this is already the fourth episode (they have already released localization for the three previous ones):
