The developers studied a real park to gather references.

While playing Fallout 4, some players experienced a sense of an "autumn season." The world in the game is "gray and lifeless," there are no leaves on the trees, yet the sun is shining and the sky is blue.

Artist Istvan Pely explained that this was intentional:

At the very early stage of the project, I organized a trip for the art team and the environment teams to Great Falls Park — it actually separates Maryland and the District of Columbia. It was late autumn, all the leaves had fallen, the grass had turned brown, the trees looked bare and dead

Istvan then told the Fallout 4 team:

This is how our world should look. So we went on a field trip and took a bunch of photos. How the grass looks, what the overall color palette is, and all that stuff.

Fallout 4 was built on themes of hope and recovery. The game introduced much more brightness in "everything man-made — architecture, buildings, cars, all the props became a bit more colorful," but at the same time, the team still wanted to maintain a certain sense of grief and melancholy in the environment:

It was important that the world still felt dead. It should still feel like the height of winter: there is still no life, people are trying to recover and build something, but nature has not yet been able to do the same [...] The world was so destroyed that it simply wiped nature off the face of the earth. And even hundreds of years later, it has not been able to recover. Late autumn became the inspiration for our team on how the wilderness in the Boston area should look.
