Yennefer is third, Triss is second, and Shani is first. That's how I see it.
Cockle noted that Shani plays a more prominent role in the first game than in the third and the Hearts of Stone expansion, and considers her "fun." He compared Yennefer to a "grumpy mommy," and Triss to a "friend with benefits."
I prefer Triss, partly because I like redheads, but she's more like a friend with benefits in the game. Yennefer is a bit like a grumpy mommy.
At the same time, Cockle emphasized that he appreciates both sorceresses:
They are both amazing. Both powerful, beautiful, and intelligent. But I just prefer Triss to Yennefer.
