Work on the new TES is slowly but surely continuing.
TES V: Skyrim was released in 2011 and has since received several editions and ports to many platforms, but there is still no new The Elder Scrolls.
Recently, in a conversation with GamesRadar+, Todd Howard cited several reasons for such a large gap between the release of Skyrim and the upcoming The Elder Scrolls VI.
First, he recalled the protracted development of Starfield. The fact is that it was an original idea, not a sequel. In addition, most of the production occurred during the global pandemic, and during this period Microsoft became the owner of Bethesda.
Todd Howard also noted that Bethesda is perhaps in a better position than other studios, as people are still playing its old projects, like Skyrim or Fallout:
We also have the advantage of millions of people playing our other games, and we're trying to figure out how to serve those audiences while we're building a new one.
Therefore, Bethesda may not rush the release of The Elder Scrolls VI and, for example, release major updates for Starfield.
