
Series like Fallout prevent Russians from dreaming of a bright future - an official suggested creating more positive science fiction
The Presidential Administration has considered the role of science fiction and dystopias in shaping the image of the future.
According to "Vedomosti" newspaper, the fifth issue of "Gosudarstvo" magazine for 2026 features an article by Alexey Semyonov, Deputy Head of the Presidential Directorate for Monitoring and Analysis of Social Processes, titled "Architecture of the Future — Constructing Meanings."
In the article, Semyonov discusses how modern mass culture increasingly portrays bleak future scenarios: post-apocalypse, environmental disasters, and the rule of artificial intelligence. He cites the series "Fallout" and "Ray" as examples. Semyonov believes that such stories deprive people of the ability to dream of a positive future and form an "anxious perception of the world."
"This is the main trap of dystopias: by depriving us of an alluring picture of tomorrow, mass culture paralyzes our ability to create this future today."
As an alternative, Semyonov suggests developing science fiction with a more positive outlook on the future. According to the official, such works can not only entertain the audience but also form "correct behavioral attitudes" through plots, characters, and visual images.
In the long term, Semyonov believes, Russia should form an internal image of the future and promote it abroad through culture, music, fashion, cinema, and lifestyle. This should create a recognizable "Great Russian Image" capable of competing with Western cultural models.
